International HDP Conference in Bonn On October 19-20, an international conference on the Humanitarian–Development–Peace (HDP) nexus takes place in Bonn, hosted by the bicc - Bonn International Centre for Conflict Studies. The HDP nexus, introduced at the 2016 World Humanitarian Summit, represents a "new way of working" for UN agencies, international organizations, and NGOs. It promotes conflict sensitivity, prevention, and encourages actors in humanitarian, development, and peace sectors to collaborate on peacebuilding initiatives. This conference represents the culmination of an in-depth research project examining the local implementation of the HDP nexus in Mali, South Sudan, and Iraq. Malteser International contributed with a case study focused on South Sudan. "The study and participation in the workshops organized by BICC helped us reflect on our peacebuilding approaches and expand our learning," says Roland Hansen, Head of Malteser International’s Africa Department. "The research provided a deeper understanding of the region's complex conflict dynamics and showed how important it is to study from the bottom up including all stakeholders. It also expanded our perspective on decolonization within the HDP Nexus framework." At the conference, findings from the study will be shared with representatives from politics, academia, and practitioners, placing the results within a broader global context. The European-Ukrainian Cooperation and Development Council team participated in an Operational Planning session to support the Strategy for ensuring local leadership in responding to humanitarian crises and setting a foundation for Ukraine’s recovery. This strategy, developed by the Alliance UA CSO, was created in partnership with national and local CSOs, the Humanitarian NGO Platform in Ukraine, the United Nations (including HC, OCHA, UHF, and UN agencies and clusters), donors, the Government of Ukraine, and the private sector. The planning session brought together over 120 representatives from Ukrainian NGOs, the Humanitarian NGO Platform, international NGOs, donors, UN agencies, Ukrainian government structures, and academic institutions. Over three days, participants worked intensively on planning activities for the upcoming year, defining operational steps and success indicators to bring the Strategy to life. Our Next Steps: During the session, significant attention was given to building partnerships with the private sector. Our organization plans to join the Alliance’s partnership efforts, as sustainable business partnerships are vital for securing ongoing support for local initiatives. Since its launch in April 2024, USAID Sustainable Peace has mobilized civil society and informal peace institutions to carry out successful community-level actions. Since 2013, our Social Peace and Local Development (SPLD) programme has positively impacted approximately 3.5 million people in 45 municipalities. The African Union’s Department of Political Affairs, Peace, and Security (DPAPS) plays a vital role in mitigating conflicts across the continent. One of its most notable achievements in recent years was the successful mediation of the situation in Tigray, Ethiopia in 2022. This effort reaffirmed the AU's principle of "African solutions to African problems”, while also highlighting the importance of regional partnerships and collaboration in addressing complex issues. The AU, through DPAPS, demonstrated leadership in this process, and I thought it would be valuable to provide a quick breakdown of how they did it. In 2022, after two years of conflict, the DPAPS helped bring the Ethiopian government and the Tigray People’s Liberation Front (TPLF) to the negotiating table. They went about it by: Appointment of High-Level Envoys to Facilitate Peace Negotiations The AU appointed an envoy of experienced mediators, including: H.E. Olusegun Obasanjo, former President of Nigeria, as the AU High Representative for the Horn of Africa. H.E. Uhuru Kenyatta, former President of Kenya. H.E. Phumzile Mlambo-Ngcuka, former Deputy President of South Africa. Representatives from the United Nations, the Intergovernmental Authority on Development, and the United States of America served as observers. This envoy was instrumental in promoting dialogue, addressing the root causes of the conflict, and building trust between the parties. Their efforts resulted in peace talks being held in Pretoria, South Africa, in November 2022. These negotiations resulted in the Pretoria Peace Agreement, which was signed on November 2, 2022, and came into effect the following day. The agreement marked a turning point in the conflict, effectively ending active hostilities and paving the way for humanitarian aid to reach affected populations. It also established a framework for long-term peace and stability in the region. Focus on Post-Conflict Recovery The AU’s work did not stop there. On December 29, 2022, the Union launched the AU Monitoring, Verification, and Compliance Mission (MVCM); through the Team of African Experts, the mission has continued to monitor the ceasefire, promote reconciliation, and support reconstruction efforts in Tigray. Additionally, the AU collaborated with the the African Development Bank, the Inter-Governmental Authority on Development, the United Nations, the United States of America, and other AU partners to further ensure sustainable peace in the region. Additionally, on December 28, 2023, H.E. Moussa Faki Mahamat, the Chairperson of the AUC, welcomed the signing of a $1 million grant agreement between the AU and Ethiopia to support the Disarmament, Demobilisation, and Reintegration (DDR) program under the Pretoria Peace Agreement. This has been a quick background on just some of the work that the Union did in Tigray. The AU’s mediation in the conflict shows the effect that diplomacy, regional cooperation, and the commitment to peace have.

Furthermore, she spoke about the need to build trust with grassroot organizations for longer partnerships, rather than just one off projects. This is usually unrealistic to measure change for desired impact within a short period of time. She says, “my hope is that this conversation brings forth more opportunities for local organizations in the global south”.
